Yes you can. If you have a foreign Tax ID you must supply 3 items of documentary evidence as proof of identity. These 3 items must be:
1 copy of government issued photo identification, such as a passport, photo driver’s licence or national identity card, and
2 copies of correspondence which includes your name and address, such as a recent utility bill (unfortunately bank statements and mobile phone bills cannot be accepted).

The VAT flat rate scheme is an alternative way for small businesses to work out how much VAT to pay to HMRC each quarter. With this scheme you pay a fixed rate of VAT to HMRC of your VAT inclusive turnover. The actual percentage you use depends on your type of business. Check here for the percentage.
